A lottery would be for the best. Have a lottery similar to the NHL, where there are limits to how far you can move up, so you don't get a case of one of the #12-15 ranked teams getting the first pick...while also continuing to have the 21-32 teams positioned by where they ended up in the playoffs.
The NHL moved to a lottery a while back after the Senators were accused of deliberately tanking in order to get Alexandre Daigle (who turned out to be one of the biggest busts of all time, but that's by the by). Their system allows for the worst 14 teams to win the first overall pick, but it's weighted so that the team finishing 30th has a 25% chance of getting top pick whilst the team finishing 17th has a 0.5% chance. All other teams move down one place when the lottery pick is awarded. I'm not sure that it would stop teams tanking completely, but it would certainly go some way towards mitigating the joke that this season is already becoming.
The first part wouldn't bother me too much, I've always thought that Cowher was extremely overrated. History's opinion of him would be very different if the refs didn't gift him a Super Bowl win against the Seahawks. Plus, very few people have succeeded in the coach/GM role in recent history. I think it's too much responsibility.

Your scenario could happen....... but I doubt it. There is serious tanking going on this year by the Colts. 10-6 team now suddenly gets blown out every week, blocked punts, all sorts of shenanigans. and the Dolphins don't have a win left in their schedule. MAYBE the Redskins. I doubt it.
