Holder, of the St. Petersburg Times, report Tampa Bay Buccaneers QB Chris Simms, a probable restricted free agent in March, will be given a one-year, close to $2 million tender offer by the team. That would enable Tampa Bay to receive a first- and third-round draft pick for Simms if they fail to match an offer from another team when he becomes a restricted free agent March 3.
